Ice & water shield, explained — for a place with no ice dams.

It's the roofing layer you'll never see and will probably never think about again after signing the contract. Which is exactly why cheap bids skip it — and why you should know where it belongs.

Somewhere in every good reroof estimate is a line item most homeowners skim past: "ice and water shield" or "self-adhering membrane" at the valleys and eaves. And somewhere in most suspiciously cheap estimates, that line is missing.

The name doesn't help — ice shield, in the Umpqua Valley, where a hard freeze is news? Here's what the stuff actually is, why our rain (not ice) is the argument for it, and how to read a bid so you know what you're buying.

What peel-and-stick membrane actually is

Under every shingle roof is an underlayment — a water-resistant layer over the wood deck. Traditionally that's felt paper; on modern roofs it's usually synthetic sheet. Both get nailed down, and both are water-resistant, not waterproof: every fastener is a tiny hole.

Ice and water shield is different. It's a rubberized-asphalt membrane with a peel-off backing that adheres directly to the deck like an enormous sticker. Two properties make it special:

  • It self-seals around nails. Drive a shingle nail through it and the rubbery asphalt closes around the shank. Fasteners stop being holes.
  • It's fully bonded. Water that gets past the shingles can't travel sideways underneath it looking for a seam, the way it can under loose-laid felt.

In other words: shingles are the raincoat, underlayment is the shirt, and membrane is a wetsuit patch over the spots that take the beating.

"But we don't get ice dams…"

Correct — and worth saying plainly, because the product is named for a problem the western Oregon valleys mostly don't have. Ice dams form when snow sits on a roof for days, melts from house heat, and refreezes at the cold eaves, ponding water uphill. That's Cascades weather, not Roseburg weather.

What we have instead is wind-driven rain, in quantity. Douglas County takes 30–33 inches a year across roughly 130 rainy days, and the storms that roll up the valley October through May don't drop water politely straight down. Wind pushes rain sideways, under shingle edges, and effectively uphill on shallow pitches. Shingle roofing is a gravity system; wind-driven rain is gravity's loophole. Membrane in the right places is what closes it.

Where it belongs on a western Oregon roof

  • Valleys. The highest-flow channels on the roof, carrying two planes' worth of runoff all winter. Membrane under the valley metal means a pinhole or debris dam up top doesn't become a ceiling stain below. (More on valley construction in our flashing guide.)
  • Eaves. The first three feet up from the edge is where wind gets the best grip on shingle edges and where gutter overflow wicks backward. Membrane here also protects the fascia-and-deck junction that rots first on older homes.
  • Penetrations. Chimneys, skylights, and vent pipes each interrupt the shingle system; membrane wrapped around them backs up the flashing so one cracked pipe boot doesn't go straight to the drywall.
  • Low-slope transitions. Where a main roof dumps onto a shallower porch or addition roof, water slows down and wind pushes it around. Shallow pitches need the wetsuit treatment — sometimes across the whole low-slope section.

Notice what's not on the list: the open field of a decent-pitch roof. Wall-to-wall membrane is real money for little added protection on most homes here, and a full deck of it can complicate future work. Good synthetic underlayment does that job fine. Right product, right places.

Code minimum vs. best practice

Oregon's residential code requires an ice barrier in regions with a history of ice damming — which the western valleys generally aren't — so around here, membrane at valleys and eaves is largely a best-practice call rather than a code mandate. Low-slope sections have their own underlayment requirements, and shingle manufacturers' installation instructions (which are enforceable under code, and which matter for warranty coverage) specify membrane in key details.

That gap between "required" and "smart" is exactly where bids diverge. Since Douglas County requires full tear-off on reroofs — no shingle-over layups — the deck is bare at replacement time and membrane costs the least it will ever cost to install. Why cheap bids skip it — and how to compare

⚠ The invisible line item

Two finished roofs with and without membrane look identical from the street — for the first few years. That invisibility is why underlayment is the classic place for a low bid to save money. You find out which roof you bought during a February windstorm, several years after the contractor cashed the check.

When you're comparing roof replacement estimates, make it concrete. Ask each bidder:

  1. Exactly where does self-adhering membrane go? "Valleys, eaves, penetrations, and low-slope areas" is a real answer. "We use quality underlayment" is not.
  2. What's the field underlayment? Brand and type, in writing.
  3. Is it in the contract? If it's not written down, it's not on your roof.

On a typical Douglas County reroof, doing the membrane right adds a small percentage to the job — cheap insurance on a roof that mostly runs $10,000–$25,000 for asphalt. And if your current roof already leaks at a valley or penetration, that's usually a targeted roof repair with membrane done properly in the fix, not a whole-roof emergency.
